We hold monthly board meetings on the second Wednesday of each month at 9:00 am in the NRCS conference room located at 7830 Meadowlark Way Suite C-1, Coeur d'Alene, ID 83815. Our meetings are open to the public. Contact our office if you would like to be on the email list to recieve our meeting Agendas.
We operate under Idaho State Statute 22-2721, conservation district Board Supervisors are locally elected or appointed public officials who serve a (4) year term.
Our board consists of one (1) Chairman/President, one ( 1) Vice Chairman/Vice President, one (1) Secretary/Treasurer and four (4) Supervisors.
Meet Our Board Members
Chairman/President - Laurin Scarcello -Email: KSSWCDLS@yahoo.com
Laurin is a lifetime resident of Idaho and resides on the family ranch in Twin
Lakes. The ranch has been continuous in agriculture and cattle production since 1910. Owned and leased land total 1500 acres and is a family operation made up of Laurin, four (4) sons, and one (1) daughter. Laurin is super active in the community and sits on several boards or associations such as: Kootenai Shoshone cattle Assoc., Kootenai Shoshone Farm Bureau, USDA FSA Kootenai County - Plummer Office, Kootenai County Aquifer Protection District, Kootenai Shoshone 4H Stock Sale Committee and was the 4H Beef and Swine leader for 25 years.
Vice Chairman/Vice President - Linda Ely

Linda Ely received a B.A. in education from Idaho State University. After several years of teaching, Linda then spent fifteen (15) years in the Garden Center and Nursery business in Coeur d'Alene and served on the Urban Forestry Committee for the City of Coeur d'Alene. Later she was hired by Kootenai County Noxious Weed Control. Linda spent ten (10) years working for Kootenai County Noxious Weed Control, the last five (5) years as Noxious Weed Superintendent. After retiring in 2014, Linda started a small greenhouse business specializing in vegetables suitable for North Idaho and plants native to Idaho.
Secretary/Treasurer - Wes Evans

Wes and his wife of forty four years, Randi have three grown children and ten grandchildren. They have been landowners in south Kootenai county for the past thirty years. They operate Kruz Creek Red Angus Ranch, growing hay and pre-bred Red Angus cattle. Wes earned a B.S. Degree and Master's Degree in Education from Oregon State University. He is passionate that land and water are essential for life. We are stewards of these resources God created. Good stewardship requires conservative management practices.

John Minichino, Jr is a resident of Rathdrum, where he lives with his wife and two boys. John is a graduate of the Culinary Institute of America, with Certified Executive Chef and Certified Culinary Administrator certifications. John has strong strategic planning skills, extensive leadership operating complex systems, and a responsible approach to detail. As an elected official representing the concerns of his constituent base John is serious about his Oath of Office to support the Constitution of the United States and the Constitution of Idaho. He works on principle and duty to support local land and property owners and isn't afraid to say no to government waste and bureaucracy.

Kevin has served as the Western Regional Agronomist for EarthWorks Natural Organics Fertilizer in Easton, PA. He resides with his wife Julie and their youngest in Coeur d’Alene. Their other 2 sons are married, one residing in Boise and the other in CDA. Before moving to Boise, Kevin was the Superintendent for 6 years at Desert Forest GC in Carefree, AZ. He played college golf for the University of Minnesota, Duluth, and received a Degree in Agronomy with a Turf Management emphasis from Penn State University. Beginning his "career" in golf as a caddy at the Wayzata CC in Wayzata, MN at the age of 10, he has been in the golf business for 45 years, also holding positions in Colorado and Minnesota. For his entire career, he has made the environment and turf health his primary concern, which has led him to the position with EarthWorks. Kevin has served on numerous local, state and national boards and committees in the past, including chairing the Idaho State BMP committee for the state golf association. He looks forward to applying his agronomic and managerial experience to the position on the KSSWCD Board of Supervisors and serving the public in this important role. In his spare time, Kevin loves golf, hiking, fly fishing and any other outdoor activities he and his wife have time
Supervisor - Thomas Shafer

Thomas Shafer is a twice-degreed engineer who has been employed in the telecom industry for 35 years. He also served in the United States Air Force and has owned and operated his own consulting business. He has been married for 31 years and has two grown children. He moved to Kootenai County in 2020 with his wife after 32 years of living in Western Washington. Tom is an avid skier, mountain biker, and hiker, and is passionate about ensuring that the wild things stay wild, and to help inthe restoration and protection of native habitats. Associate Supervisor - Robert "Bob" Flagor

Robert "Bob" Flagor is a Kootenai county resident and grew up in a farming community. Bob worked as a diesel mechanic for over twenty (20) years before deciding that he wanted to work in conservation, whereupon he went back to school to get his degree in Environmental Science at the University of Idaho. He has worked for the conservation district since 2001 as the District Administrator and now sits on the board as one of our Supervisors.
Associate Supervisor - Jon Groth

Jon Groth resides in Kingston, Idaho with his wife of 22 years, Kristi. He has worked in the Silver Valley and surrounding areas as an electrical contractor since 1991. Most of his work has been with the local mines, as well as water and sewer districts. Jon has always had an interest in maintaining and preserving the utility infrastructures and the natural resources of the rural communities in the area. He was appointed to the board in April of 2022 and is looking forward to many proactive conservation projects with the district.

Board member ballots for the upcoming General Election in November 2022 are due no later than September 1,2022 by 3:00 pm. These candidate filing forms are to be turned in to the Kootenai County Elections Office in Coeur d'Alene.
